The Democrat frontrunner — according to polls — delivered what was billed as a foreign policy speech, and delivered what he likely thought was going to be an applause line.

Blog Author's Comments: His 'speech' and what I will say should not be a surprise to many - Joe Biden will not be the Democrats nominee. I mentioned weeks ago that as he slipped in the polls, and his chances for the nomination diminished, he would avoid the embarrassment of another failed run, by dropping out and using minor health concerns as the reason. Perhaps this could be the beginning of the end of his time as a candidate for president.
He has always had a difficult time attempting to deliver a decent speech, and I believe most of his problems are because he is simply not a very bright person. During this speech does he at any time appear presidential?
